Actual enthusiasm can't be bought, which makes it valuable, but unfortunately it's also hard to judge. People good at this profession are generally fairly adept at telling people what they want to hear. But buy someone with only money, and you always risk someone outbidding you.

His own ego will boost him a lot of the way, frankly, if you convince him people are curious and will be curious about news of the renegade Inquisition offshoot. If I get a second choice...

Convince her that Riftwatch is properly a part of Kirkwall's flavor, and you might not even have to pay her. Just give her some tactically low-priority but gossipy inside information on a regular basis, and I suspect she won't be able to resist capitalizing on it. She doesn't care if it's true as long as it's dramatic.
